Inside Google Adwords - Page pack Time

Based on this section it seems Google is difficult to crack down Advertisers with attendant plane redirects and interstitial/ad pages.  A attendant plane redirect would be when the destination url is requested, the attendant plane scripting speech redirects the demand to another url. This certainly performs two demand, and thereby increases the page pack time.  An interstitial page is an advertisement page that is exposed (quickly) before the matter, and may be achieved using a redirect.
It also seems that Google is motto if your page takes to greatly to react, it's expected liability anything sneaky.
What can you do to enrich your page pack time?
1) Optimize your attendant plane scripting
